The sudden cut in the current interrupts the primary magnetic field which produces the electromagnetic induction of electric currents in the subsurface. These currents have closed trajectories and migrate vertically and laterally, losing intensity as time passes, generating in turn a transient secondary magnetic field. This secondary field induces a time-varying voltage.
